This news comes after police in Chicago planted bait trucks filled with Nike and Christian Louboutin shoes in an operation to attract potential thieves.
As we previously reported, the trucks, which were parked in the mostly black neighborhood of Englewood, were part of a surveillance operation by Norfolk Southern Police. Many residents argued that the tactic created an unfair situation of entrapment, and police later apologized.
